It’s also where some of the most powerful characters were caught up in a war that became legendary. Together, Gol D. Roger and Garp took down the most feared pirate in the seven seas, Rocks D. Xebec.
Xebec is the captain of the Rocks Pirates, which has no less than three Yonkos in the crew: Edward Newgate, Kaido and Charlotte Linlin. This shows that Xebec must have been an extremely powerful person to have these stalwarts under his command. From there, the question arises, how can Roger and Garp defeat Xebec and the Rocks pirates. Is there any further help in this story?

A flashback from Kozuki Oden’s diary shows that Whitebeard and Roger were practically equal in power during their peak days. There is a friendly rivalry between the two. For that alone, it was strange when Roger faced Whitebeard, Big Mom, and Kaido in God Valley. Even when joining hands with Garp, they still have to deal with Xebec, Shiki and other members of the Rocks gang. It seems like Whitebeard alone is going to get Roger in trouble for a long time.
Garp at that time was the strongest in the marines. However, even with their combined powers with Roger, the two will be very busy dealing with the future Yonko, not counting Xebec himself, who many believe is stronger than all of them.
Whitebeard, Kaido and Big Mom may have betrayed Xebec

Betrayal or pure strength?
Possible reasons for betrayal can be different. Fear of Xebec’s power, the desire to surpass him or even the desire to create a new world. This line of thinking seems more reasonable than believing that Garp and Roger defeated all of the Rocks on their own.
This theory of betrayal may be revealed in the future parts of One Piece. It is likely that the story of Blackbeard will reveal his still mysterious connection with Xebec.
